NAV CANADA is a privately run, not-for-profit corporation that owns and operates Canada's civil air navigation system, safely managing the flow of air traffic across Canadian airspace. It has operated the system since November 1996, when it was transferred from Transport Canada under the 1995 Civil Air Navigation Services Commercialization Act. Self-financing through fees charged to system users, it is headquartered at 77 Metcalfe Street, Ottawa, Ontario, and governed by a 15-member board representing the Government of Canada, commercial air carriers, general aviation, and unionized air navigation employees.
